近年来，东莞以信息通信产业为重要支撑，大力推动人工智能、大数据、云计算等数字技术应用实践，加快构建数字经济新业态，数字产业正扛起东莞制造业高质量发展的大旗。围绕“双区”建设和东莞迈入“双万时代”新征程背景下，东莞发展数字经济的现实需求和价值所在，全面摸清数字经济发展的底数，从产业集群圈、创新生态圈、治理智慧圈、人才集聚圈四个维度，提出促进数字经济双链融合、打造创新生态优势、提升智慧治理效能、集聚数字创新资源等建议，为培育发展数字经济新动能提供参考。
