摘要
2025年江苏省城市足球联赛（“苏超”）的火爆，引发了关于中国城市足球发展模式的探讨。本文通过比较研究，对比了“苏超”与拥有深厚积淀的德国城市足球模式。研究指出，“苏超”体现了“政府主导、流量驱动、文化赋能”的中国特色，而德国模式呈现“协会自治、产业支撑、社区深耕”的特征。二者殊途同归，均证明了城市足球是城市治理的有效柔性路径。本文建议中国城市足球在保持特色的基础上，借鉴德国在青训、俱乐部社区化及球迷文化方面的经验，探索可持续发展模式。

Abstract
The popularity of the 2025 Jiangsu Provincial Urban Football League (“Su Chao”) has sparked discussions on urban football development models in China. Through a comparative study, this paper contrasts the “Su Chao” with the deeply rooted German urban football model. The research points out that “Su Chao” embodies the Chinese characteristics of “government-led, traffic-driven, and culturally empowered”, while the German model features “association autonomy, industry support, and community cultivation”. Although taking different paths, both models demonstrate that urban football serves as an effective and flexible pathway for urban governance. This paper suggests that while maintaining its distinctive features, Chinese urban football should draw on Germany’s experience in youth training, community-based club development, and fan culture, in order to pursue sustainable growth.
